Administration in Himachal Pradesh

Formation of the state of Himachal Pradesh happened in 1971 and in the year 1950, Himachal Pradesh became a union territory. Himachal Pradesh has a legislative assembly where members are selected by the common people through election. The Speaker or Deputy Speaker is responsible to preside over the meetings of assembly.

Himachal Pradesh is divided into four parliamentary constituencies of Kangra, Mandi, Hamirpur and Shimla. Panchayats of Himachal Pradesh look after administration of the rural villages. The executive body of administration of the state is headed by the Chief Minister. The head of Himachal Pradesh State is the Governor who gets appointment by the President of India. Himachal Pradesh assembly follows unicameral structure and has 68 MLAs elected for a term of five years.

Shimla being the capital and administrative head of Himachal Pradesh, most of the important government offices are located there.

Legislative Assembly of Himachal Pradesh

As Himachal Pradesh State got created after independence, there is no history available for this state before formation of constitution. The state emerged as a territory with central administration in 1948 15th April and it was an integration of 30 former princely states. Over a period of time, changes have been there in the state legislature and now it is a house with strength of 68. There are 4 parliamentary constituencies in the state and 68 legislative assembly constituencies.

In 1951, Himachal Pradesh got the status of Part C State having 36 members for its Legislative Assembly and a cabinet with 3 members. The head of the state was the Lieutenant Governor. In 1954, another state of Part C category, Bilaspur got merged with Himachal Pradesh and the total strength of the assembly became 41. Till 1956, the state enjoyed its status as a Union Territory with Lieutenant Governor as the head but without any assembly. In 1963, assembly of Himachal Pradesh got revived and the strength became 43.

As new areas got merged with Himachal Pradesh State, the total strength of its legislative assembly became 56 where 2 were the nominated members. As per the Punjab Reorganization Act, 1966 (Section 24(3)), Himachal Pradesh Legislative Assembly got the total strength of 63 including 3 nominated members. Finally in 1971 January, Himachal Pradesh got the recognition of 18th State of India. For administrative purpose, the state is divided into 12 districts which are again divided into sub-divisions. There are 51 sub-divisions in Himachal Pradesh. The sub-divisions are again divided into Tehsils. There are 75 Tehsils and 35 sub-tehsils in Himachal Pradesh.

The Administrative Secretary and the Chief Secretary help the Chief Minister in the administration. The main office of administration is the Secretariat where all types of plans, policies and rules of the state government are made, approved and implemented.

To ensure residents and visitors of Himachal Pradesh State can remain safe during any fire related disaster or other disaster, Fire Services Department of Himachal Pradesh has fire stations at places like Kangra, Una, Hamirpur, Paonta Sahib, Rohroo, Nalagarh and Tilaknagar in Shimla. Rural Development in Himachal Pradesh

Himachal Pradesh has numerous villages and rural development department has taken up different types of schemes and programs to alleviate poverty and economic backwardness of these places. For the rural development in villages of Himachal Pradesh, the pillars are the block development offices that work under the supervision of Block Development Officers. Rural Development Department works in two levels: State Level and District Level. At District Level, the development programs are implemented under the supervision of Chief Executive Officer/Deputy Commissioner of DRDA along with Project Officer, Project Director, and others. At the state level, the overall working of the department is taken care of by Secretary of Rural Development and is assisted by Special Secretary, Deputy Secretary and Administrative Officers and others.

Urban Development in Himachal Pradesh

Urban areas of Himachal Pradesh are administered through Municipal Corporations, Municipal Council and the Nagar Panchayats. Himachal Pradesh has its single Municipal Corporation in Shimla and twenty nine Municipal Councils and twenty Nagar Panchayats and all of them work seamlessly towards betterment of urban areas of the state. The areas and problems that are taken care of by the Urban Development Department of the government are housing and planning, urban poverty, infrastructure, waste management, sanitation, urban transport, and others. At Government Level, Urban Development Minister of the State is the head who has commercial/Secretary as assistant.

Revenue Department in Himachal Pradesh

Senior Secretary is the head of the Revenue Administration of the state and he or she is gets the designation of Financial Commissioner/Principal Secretary (Revenue Department). There are three divisions of the state. They are Shimla, Kangra and Mandi and each of these divisions has districts included in them. Deputy Commissioner looks after each district and is designated as collector. Districts are again divided into blocks for better administration.

Police in Himachal Pradesh

Himachal Pradesh Police Department works directly under the Home Department of the State. Director General of Police is the head of the Police Forces of the state. Apart from maintaining general law and order, traffic control and involvement in disaster management are also to be performed by the state police.

Courts in Himachal Pradesh

The high court of Himachal Pradesh is located at Shimla and the districts have district courts. The High Court of the state got established in the year 1971 when the state was formed. The High Court had its headquarters at Ravenswood in Shimla and was headed by the Chief Justice who had two Judges under him. The High Court of Himachal Pradesh has the strength of 11 judges including Honorable Chief Justice.

Prisons and Correctional Measures in Himachal Pradesh

Prisons Department of the state has Director General (Prisons) as the head and is responsible for performing all types of responsibilities related to the control and supervision of prisons all over the state. Varieties of facilities including medical aids, vocational trainings, education, computerization etc. are arranged in the prisons of Himachal Pradesh.

The state has 2 modern jails at Kanda (Shimla) and Nahan.  There are two district jails in Himachal Pradesh at Chamba and Dharamsala. Open Air Jails are there at Mandi, Dharamsala, Chamba, Shimla, Solan and Nahan. At Mandi, there is a Borstal Jail. Sub-jails total 8 in numbers are located at Solan, Kullu, Mandi, Kaithu (Shimla), Bilaspur, Hamirpur, Una and Nurpur. The total capacity of these 14 jails in Himachal Pradesh is 1626 which includes 106 female prisoners.

Municipal Corporation of Himachal Pradesh

Municipal Corporation of Shimla is the only municipal Corporation of Himachal Pradesh which has 28 councilors. 25 of them get elected directly and 3 members get nominated by the government.  The functioning of the Municipal Corporation is taken care of by the Mayor and the Deputy Mayor. Mayor (Deputy Mayor) has the administrative and executive powers to carry out daily functions. He or she gets assisted by the Assistant or Joint Commissioner.

Himachal Pradesh State Disaster Management Authority

Disasters both natural and man-made keep occurring in various parts of the state. To ensure lesser casualties and loss of property happens during disasters of all types, the state government has formed the Himachal Pradesh State Disaster Management Authority.

Himachal Pradesh State Disaster Management Authority has the Chief Minister of the state as the head and the Revenue Minister is the nominated member of the authority.
